Oklahoma's medical marijuana program, administered by the Oklahoma Medical Marijuana Authority (OMMA), uses a practitioner-discretion model — there is no state-approved list of qualifying conditions. An authorized Oklahoma physician evaluates an Edmond patient's medical situation and, in their professional judgment, decides whether to sign the OMMA Physician Recommendation Form. The patient then applies through the OMMA MedPortal at medportal.omma.ok.gov, uploading the recommendation, Oklahoma proof of residency, proof of identity, and a digital photo. OMMA processes applications within 14 business days. Physical cards arrive by USPS — approval status in the MedPortal is valid at dispensaries while the card is in transit. Adult patient licenses are valid for two years.
The standard OMMA patient application fee is $100 plus a $4.30 credit card processing fee. A reduced fee of $20 plus $2.50 processing is available for applicants who provide acceptable proof of Medicaid (SoonerSelect) enrollment, Medicare enrollment, or status as a 100% disabled veteran. Oklahoma codifies specific statutory protections for licensed patients. Under 63 O.S. § 427.8, employers generally cannot fire or discipline someone solely for holding a patient license, with exceptions for safety-sensitive duties and federal law requirements. Under 63 O.S. § 425(A), landlords cannot refuse to lease or penalize a licensed patient solely for their licensed status. Patients also receive protections in custody/visitation proceedings and medical care settings.
